Mr CREAN (MELBOURNE PORTS, VICTORIA) - I am glad that the Treasurer was caught by surprise, as I was, by the precipitate way in which the business of the Mouse has been conducted, lt is true that this Bill has been on the notice paper for about 2 months. However, such is the way that this House works that suddenly we get through a lot of business and wc have to deal with a matter which we did not think would come on for discussion. I am sure that the Treasurer is aware of the Per Jacobsson Address which was delivered on Sunday, 28th September 1969, by a Belgian economist, Alexandre Lainfalussy.

Mr McLeay - A Scot, of course.
