Mr HAROLD HOLT - I thought that the terms of the directive were given wide publicity at the time. The effect should be that even in a situation of rather stringent liquidity of the banking system the banks would be able to make reasonable advances to primary producers for purposes of export production. I think that I qualified that general statement some time ago when referring to purchases of land and matters of that kind, which might not be so directly or immediately related to export production. However, in terms of the directive and even in the light of the current banking situation, funds should be reasonably available to assist primary producers in their normal farming operations.
