Mr BRYANT (Wills) .- I ask the Attorney-General (Sir Garfield Barwick) whether he would mind explaining the reason for the amendment proposed in clause 11, which I understand deals with the return or non-return of forfeitable goods. Section 9 sub-section (2.) paragraph (b) of the principal act reads as follows: - if the court is not so satisfied - shall order that the articles be delivered to such person as the Court is satisfied is entitled to the articles.

Apparently, the court may order that the articles be passed to somebody else. Would the Attorney-General state the reasons for the proposed amendment?
