Mr WHITLAM (WERRIWA, NEW SOUTH WALES) - I ask the acting Minister for External Affairs whether the Australian delegate at the United Nations General Assembly abstained from voting on the resolution concerning France's intention to test an atom bomb. Does this mean that his Government does not care whether the United States of America, the Soviet Union and Great Britain resume the nuclear tests which they all suspended just over a year ago, or that his Government does not care whether France and other powers commence tests of atom bombs for the first time?
