Mr CASEY (Corio) (Treasurer) . - We have listened to a forensic discussion by the honorable member for Batman (Mr. Brennan).


Mr Brennan - Forensic !I doubt that.


Mr CASEY - I shall withdraw the word " forensic " if the honorable member objects. At any rate,we have listened to a discussion on the part of the honorable member with that degree of sincerity which we have become used to associate with him. The clause deals with the date of operation of this alteration, and if it is necessary to advise honorable members why the date, the 7th November, was selected, it is because that is the date on which the changes in the Ministry were made; and it has been the custom of all governments, including the Government in which the honorable member for Batman (Mr. Brennan) was so conspicuous an ornament - again to use a phrase hallowed 'by time rather than by truth - to make measures of this kind date from the time when the actual changes in the Ministry took place. Again, if the bill were in fact to have any real retrospective effect, I remind the honorable member that its retrospectivity is in regard to a reduction of the salaries of all members of the Ministry, and not in regard to an increase. Furthermore, the honorable member's figure of £15,000 is an unfair exaggeration.
