Mr LYONS (Wilmot) (Prime Minister and Treasurer) - One of the amendments provides for an appropriation from Consolidated Revenue for the purpose of making any payments for which the Commonwealth may become liable under this measure. For that reason the message is necessary.

Mr Scullin - Is that in connexion with possible refunds?

Mr LYONS - Yes.
