Mr FORDE (Capricornia) (Minister for Trade and Customs) .- The honorable member for Angas (Mr. Gabb) must trust the department to administer the measure in a common-sense way. Although growers are to be registered, the department will not conduct a punitive campaign against individuals for merely technical offences. The proof that a man produces grapes for use in the manufacture of wine will be the sale by him of grapes to a wine maker. All we ask is that the grower shall submit a return of the quantities of grapes he sells to the wine maker. I cannot accept the amendment.
