Mr CHARLTON (Hunter) (6:31 AM) - I move -

That the proposed vote - Public Service Board, £42,631 - be reduced by £1.

I do this as a protest against the unwarranted attacks made in the third annual report of the Public Service Board against the Public, Service Arbitrator and the political rights of members of the Public Service.

Mr Bell - I rise to a point of order! I understood you, Mr. Chairman, to say that up to 7 o'clock any items under the departments now under consideration could be discussed. You now rule that the Leader of the Opposition is entitled to address the committee because he desires to submit an amendment upon an item on an earlier page than that on which the item I wish to discuss appears.
