Mr Mathews - Does the Treasurer agree with the Postmaster-General that telephones are a luxury?

Sir JOSEPH COOK (PARRAMATTA, NEW SOUTH WALES) (Treasurer) - All I know is that I find the telephone a necessity, not a luxury; but I dare say it is a luxury in some circumstances. This is a subject which appears to excite a great deal of interest, and I want to make it clear that, no matter how the vote on this question goes, it cannot make any difference in !the actual position of affairs.
