Mr WATT - 'The proposals of the Commonwealth Government in relation to the per capita payments to Sta/tes were made at a Conference of Premiers and Treasurers in January, 1919. No agreement was reached, and I propose to ask the Government to consider the whole question again in the light of the proposition to call a statutory Convention during next year.
