Mr W ELLIOT JOHNSON (LANG, NEW SOUTH WALES) . - So far as I have been able to ascertain, this proposal would commend itself to the majority of the public servants, their general feeling being against going to the Arbitration Court, and in favour of a board of appeal. Their main complaint against the present Board is that it is not fairly constituted, and its impartiality is not altogether above suspicion.

Mr W H IRVINE (FLINDERS, VICTORIA) - What is the present Board ?

Mr W ELLIOT JOHNSON (LANG, NEW SOUTH WALES) - The public servants practically have to appeal to a tribunal to reverse its own decision.

Mr W H IRVINE (FLINDERS, VICTORIA) - Will any board satisfy them that does not give them all they want?

Mr W ELLIOT JOHNSON (LANG, NEW SOUTH WALES) - They want an impartial tribunal, and their demand is a fair one.

Amendment negatived.
