In accordance with the resolution agreed to on 2 November 2011 ( see item No. 13, page 1033 )—

The order of the day having been read for the resumption of the debate on the question—That the bills be now read a second time—

Debate resumed.

Mr Katter moved, as an amendment—That all the words after “That” be omitted with a view to substituting the following words: “the House is of the opinion that:

(1)    20 per cent of all revenue from the mining tax be put into a Regional Mining and Infrastructure Fund to be used to facilitate further mining and other development in regional areas in which mining is taking place and surrounding regions where necessary; and

(2)    this arrangement would be administered by a separate authority and the funding would come on top of normal funding and financial allocations from State and Federal Governments”.

It being 2 p.m., the debate was interrupted in accordance with standing order 97, Mr Katter was granted leave to continue his speech when the debate is resumed, and the resumption of the debate made an order of the day for a later hour this day.
