NOTICE OF MOTION

Senator Mason gave a Notice of Motion, as follows-That, in the opinion of the Senate- (a) a user-pays principle should be instituted by which the manufacturers, sellers and users of substances which can be demonstrated to increase the costs of health care to the community should contribute substantially towards those costs;

(b) the Government should institute a health cost compensating tax which would be applied to:

(i) tobacco products,

(ii) alcohol products, and

(iii) products containing excessive amounts of sugar, salt, or other harmful additives; and

(c) a special committee of the National Health and Medical Research Council should be established to assess, on a conservative basis, the minimum health care costs caused by the above products, to provide a basis on which the tax should be assessed.
