STANDING ORDERS-STANDING COMMITTEE-3RD REPORT FOR 60TH SESSION

The Senate, according to Order, resolved itself into Committee for the further consideration of the Third Report of the Standing Orders Committee for the Sixteenth Session.

In the Committee

Consideration resumed of Item 3 (Petitions)-And of the motion moved by the Minister for Aboriginal Affairs and Minister for Health (Senator Peter Baume), viz: That the existing Sessional Order relating to Petitions be replaced by the proposed Sessional Order shown in Appendix D of the Report, viz:

''Notwithstanding anything contained in the Standing Orders, the procedure for the presentation of petitions is varied, as follows:

(1) A Senator wishing to present a petition shall lodge it with the Clerk.

(2) The Clerk shall make an announcement in respect of petitions lodged with him , indicating in respect of each petition the Senator who presents it, the number of signatures, the identity of the petitioners and the subject matter of the petition.

(3) Every petition so presented shall be deemed to have been received by the Senate unless a motion, moved forthwith, that a particular petition be not received, be agreed to.

(4) The terms of the petitions presented shall be printed in Hansard.''.

Debate ensued.

On the motion of Senator Robertson the following amendment was debated and agreed to: Leave out all words after ''That'', insert ''the procedures contained in the proposed Sessional Order be referred to the Standing Orders Committee for reconsideration in the light of comments made during the Committee's debate on this Item''.

Question-That the motion, as amended, be agreed to-put and passed.

Item 4 (Question Time)-

The Minister for Veterans' Affairs (Senator Messner) moved-That Item 4 be noted.

On the motion of Senator Robertson the following amendment was debated and agreed to: At end of motion add '', but the Committee requests the Standing Orders Committee to consider this matter again''.

Question-That the motion, as amended, be agreed to-put and passed.

Resolutions to be reported.

The Acting Deputy-President (Senator Mulvihill) resumed the Chair; and the Temporary Chairman of Committees (Senator Lewis) reported that the Committee had considered the Third Report of the Standing Orders Committee for the Sixtieth Session and had resolved that-

(a) the proposed Sessional Order, shown in Appendix A of the Report of the Standing Orders Committee, be adopted;

(b) the proposed amendment to Standing Order 407A, shown in Appendix C of the Committee's Report, operate as a Sessional Order for a trial period till 31 December 1982;

(c) the procedures contained in the proposed Sessional Order shown in Appendix D of the Committee's Report be referred to the Standing Orders Committee for reconsideration in the light of comments made during the Committee's debate.

(d) Item 4 be noted, but the Committee requests the Standing Orders Committee to consider this matter again.

On the motion of Senator Messner the Report from the Committee of the Whole was adopted.
