Senator BRANDIS (Queensland—Deputy Leader of the Opposition in the Senate) (16:01): I take the opportunity of the third reading, perhaps unusually, to point out, following the observations made by Senator Feeney, that he is correct in saying there was a problem in 2006. But what in his artful speech he omitted to mention is that the magnitude of the problem that is identified in this remedial legislation is not entirely but almost entirely, in terms of the number of cases affected, the outcome of the oversight in 2009.
