Senator LUDLAM (Western Australia) (12:54): It is a little rich at this late stage of the day to start proposing cooperative arrangements with the states and territories. This has been a profoundly uncooperative approach by the government. They have caused extreme resentment in the Territory government and the Territory ALP, and the Chief Minister is on the record over and over again saying how uncooperative the government have been. What has the government done to ensure cooperation in the very important examples that have been identified, such as emergency services and police?
