I took you through the provision in the code. Then what I stated was: the code simply prevents union imposed pattern agreements from imposing a rigid ratio of apprentices or trainees for every building contractor, regardless of their size or ability to accommodate them. So in answer to your specific question and the specific clause that you have put forward: it does impose a rigid ratio, so the ratio itself would not be allowed.
