Senator CARR (VictoriaMinister for Innovation, Industry, Science and Research) (12:51): The problem with that approach is that it did not recognise that they were being claimed and they were viable under the existing arrangements. Because of the changes in administrative interpretation, they were quite clearly outside the policy intent of all players in this game at the political level. The problem is that under the old regime they were able to be made and there was an incredibly complex process of appeal. Nonetheless, those claims could be made. That is why this legislation is so important.
