For the three people that might be listening to this on News Radio, what it means is that people cannot get an additional benefit by virtue of salary being increased by the rolling in of some of these allowances. I think that is the idea, and that of course is the right thing to do. The issue is that this does not mean that there will be changes post 1 July; it means that the changes may occur should the tribunal so decide at some subsequent stage. Is that right?
