Senator XENOPHON (South Australia) (21:34): The communique makes reference to a national consumer protection framework but did it say what the substance or content of that national consumer framework would be? You could call it a national consumer framework but it could have very little of substance or teeth. Was there a commitment, for instance, to implement, at the very least, the recommendations of the O'Farrell review?
