Senator CONROY (Minister for Broadband, Communications and the Digital Economy and Minister Assisting the Prime Minister on Digital Productivity) (5:08 PM) —I am happy to respond. It is not possible economically to deliver fibre and the products that fibre will make available to 100 per cent of Australians. It is not possible to deliver fibre or wireless to 100 per cent of Australians in an economical way. Therefore, the products that will be received by people on wireless and satellite will not be of the same quality in terms of the actual products that are able to be delivered over a piece of fibre. We have said that from day one—from the first day we announced our policy, whether it was the 90-10 policy or the 93-7 policy. It is not possible to guarantee that every single Australian can benefit the same from the National Broadband Network projects, because it is not possible to deliver fibre to 100 per cent of Australians without destroying the economics of the NBN.
