Senator IAN MACDONALD (8:52 PM) —My concern is how you can know that this arrangement is going to be put in place. That was really my question. I appreciate the answer that you have given so far, Senator Xenophon, but is this going to be legislated? Is it going to be a regulation? Has it already been done? Perhaps I missed it. If so, has it been done in a way such that a government can say, ‘Yeah, we’re going to do this’ one week and then say the next week, ‘Look, things have changed and we’ve had to form a coalition government with the Greens and so we’ve had a change of heart—sorry about that, Senator Xenophon’? That was really my question. What assurance have you got that this arrangement that you are talking about will actually happen? Is it going to be legislated?
