Senator XENOPHON (6:09 PM) —I want to make it clear that I was not confused. It is my understanding that, initially, there was talk of going down the path of business-to-business contracts, including small businesses, but there was a policy decision to exclude that. Can the minister advise whether that policy change from the exposure draft to what is now before us was made as a result of representations by small business groups? It is my understanding that small business groups were keen to have protection for some of these contracts—or was it made by representations from larger business groups?
