Senator WONG (Minister for Climate Change and Water) (5:15 PM) —The policy proposition the government has put forward after consultation with industry over a year is that the thresholds are set looking at tonnes of emissions per million dollars of revenue. I was trying to explain that in a simple way and say that it is essentially a measure of the amount of cost you face and your capacity to pay, which I suppose the economists might call ‘materiality’.
