I also note that the categorisation of changes relevant to risk assignment is a matter that the authority will participate in and it will apply the categories of risk assignment that are framed under the act and the NWI. We believe that this muddies the waters, quite clearly, and we do not believe the amendment will be helpful in the circumstances, particularly given that there is a view that this clarification in the act is needed.
