Senator BOB BROWN (Leader of the Australian Greens) (11:41 PM) —On the exemptions, are these not particularly aimed at giving advantage to non-Indigenous people—for example, those who travel a lot outside their own region—as against Indigenous people in escaping the penalty clauses that this bill has?
