Senator SCULLION (Minister for Community Services) (11:09 PM) —The bill, as the senator indicated, provides that a person may be exempt from income management in respect of either a specific Northern Territory area or from all relevant areas. Those provisions mean that, where it is clear that the person has little connection to a community, they can be excluded from the application of the income management at the time that it in fact applied to that community.
