Senator SIEWERT (10:08 PM) —That is the transfer of statutory rights; I understand that. But part 20Y says: ‘Rights holder may permit others to exercise the statutory rights’. I am asking: is that separate? I am not talking about the transfer, which I understand is only to another government body, but about the person who can exercise the rights. I understand they are not being transferred. I understand they are only being exercised.
