Senator ABETZ (Minister for Fisheries, Forestry and Conservation) (4:17 PM) —The government opposes the amendment. We believe it is not necessary. Applicants can ask for a statement of reasons if they wish. In addition, applicants can appeal the decisions under administrative law. As such, there is already sufficient transparency and accountability in the process. Further, disclosing all reasons publicly may involve disclosing commercial information relating to the marketing of Australian wheat.
