Senator MURRAY (6:04 PM) —May I indicate from the point of view of process—because the Democrats sometimes tack on amendments, as it were, to bills—that I take a case-by-case approach to these matters. Since the shadow appears not to have been briefed, might I suggest that a briefing prior to this matter might have assisted. It is a courtesy which is extended by ministers in other departments and probably by this department previously on other issues. That generally resolves issues of urgency effectively in my experience.
