Senator KEMP (Minister for the Arts and Sport) (1:25 PM) —That really is a matter for the Attorney-General. It would limit the power to make a declaration if those proposals were not accepted by the Attorney-General. If they are not accepted, I am sure that the Attorney-General will give very cogent and sensible reasons. The intention is to seek the assistance of the Attorney-General in this matter.
