Senator ALLISON (Leader of the Australian Democrats) (1:46 PM) —I will, to the best of my ability, try to convince you. This was the legal advice we were provided. It is to do with indicating the case that may be more severe than the commission might be inquiring into. Not all commissions are investigating criminal proceedings, and this is just to indicate that there is an added encouragement, if you like, for this to occur where there is a high degree of severity in the case being considered. So it is about incrimination and criminal proceedings. I would be agreeable to removing that if there is some doubt about it, but I gather it is a relatively straightforward proposal that simply adds a bit of weight to the encouragement in such cases.
