Senator COLBECK (Parliamentary Secretary to the Minister for Finance and Administration) (9:29 PM) —In relation to the first issue, about compliance with modern administrative law principles and the requirement for consultation of relevant parties, my advice is that that relates to those who may be impacted on by the activities undertaken under the act and therefore a consultation process is required to occur. In relation to the second point that you raised and which you say is contained in the second last paragraph of the second page of the second reading speech, I am not sure that we do not have a different format of the document, because neither I nor my officials can identify the section you are talking about. You might like to run through that for me again so that we can explore that.
