Otherwise, if we do not have the capacity to remove them, you would expect they would be on a removal pending bridging visa which would give them Medicare access. These people are not Australian citizens, not permanent residents. They are unlawfully in Australia and therefore do not have access to Medicare, so we will have to provide the health arrangements.
