—by leave—I understand that Senator Carr wants to call a division if there is disagreement on the motion before the chamber. I want to place on record that the Democrats will be supporting the second reading amendment because we agree with the content. That is why we will move an amendment in the committee stage to bring into effect the words and the substance of the amendment, but there will be no need to divide on it unless it is suggested by the government.
