Senator MACKAY (9:42 AM) —by leave—I wish to make a short statement on this matter. I think that the Manager of Government Business in the Senate is right in what he says. I think what Senator Harradine is saying is that the fact that the government was likely to agree to the Labor Party's proposition should have been communicated to Senator Harradine. Certainly his representative was there, but it was not indicated whether or not the government would agree. It is a procedural issue. I do take Senator Harradine's point.
