Senator CHRIS EVANS (5:53 PM) —The minister referred to equity. That is why I am asking: why don't you treat families and children equitably? You have just said that you are going to introduce special conditions for children in Tasmania, an increased rebate. Why won't you do the same for families in Bendigo and Ballarat, which have bulk-billing rates lower than Tasmania and certainly lower than the major cities in Tasmania? You are talking about equity. There is clearly no equity in that proposition. Why are you treating children in Tasmania differently to how you treat children in Victoria and Queensland, and the other states for that matter?
