Senator PATTERSON (Minister for Health and Ageing) (9:22 PM) —Senator Harradine, it was tabled yesterday; I am sorry if you were not aware of it. It was a non-controversial bill which we thought we were discussing and I thought we had had significant briefings with all the senators. I am sorry if it was not brought to your attention. There is a National Blood Agreement, which has been signed off by all the states and territories, except Western Australia and the Australian Capital Territory. They have indicated they will be signing it but they have not got to all the formal procedures for doing so. It is a very detailed document. All of them are signed except those two that I mentioned. It goes through the whole agreement between the Commonwealth and the states.
