—by leave—I understand that, at the whips meeting last night, the government had been advised that this motion moved by Senator Brown was going to be withdrawn. So it takes us by surprise that he is seeking to make it formal today. The amendment moved by the opposition is a comprehensive one, and one which has a great deal of detail. The government have only just seen this amendment. I believe that, really, this should be deferred, along with Senator Brown's motion, to give the government time to have a look at this amendment and allow for further discussion on this matter. It really does take the government by surprise, and it deals with a very important issue. The government are faced with this opposition amendment only now. I am looking at it for the first time and I can see that it contains a great deal of detail on matters which are very important. I therefore think that a deferral is appropriate and in the best interests of the consideration of this matter.
