Senator GREIG (4:25 PM) —Senator Ludwig posed some questions on the operation of the amendment that I have moved on behalf of the Democrats. I can advise as follows: the principal purpose of the amendment is to ensure finality in criminal law. It would not change the situation when civil proceedings came first— that is, when they came beforehand. The amendment would ensure that once a person was acquitted that would be it: there could be no further state action. Civil proceedings could be followed by criminal proceedings, but after that there could be no further action.
