Senator ELLISON (Minister for Justice and Customs) (9:14 PM) —I clarify my earlier remarks and say that there should be an intention to harm. In the previous debate we had about `advocacy, protest or dissent' that `lawful' was deleted and `intention to harm' is still there. So if you are doing it with intention to harm then you fall foul of the subsection. Does that make it clear?
