—We understand this amendment will be carried so we are not going to die in a ditch over it, nor send the bill backwards and forwards. The only problem with this—I think the intent of it is fine—as I think everyone would admit, is that there is tension between the concepts of fairness, orderliness and transparency. Of course, in an ideal world, you try to have all of them working all at once, but it is unlikely that all three will be simultaneously satisfied. The practical reality is that, if you are running a market, using your best endeavours to see all three concepts happening at once is probably the best you can do, but we are not going to say any more than that.
