—I refer the Parliamentary Secretary to the Minister for Communications, Information Technology and the Arts to government amendment No. 16, which proposes to insert after clause 1436 in the Financial Services Reform (Consequential Provisions) Bill 2001 clause 1436A, Treatment of representatives—insurance agents. Clause 1436A has some nine subclauses. Can the parliamentary secretary confirm for me that the practical effect of this amendment is to ensure the continuation for insurance agents of whatever existing contractual arrangements they currently have in place with insurance companies or which might be put in place during the transition period of the next two years, irrespective of other effects of this legislation—in other words, if insurance agents currently have contracts in place with insurance companies, that this legislation will not act in any way to override the effects of those contracts? Secondly, could the parliamentary secretary confirm for me that in fact this amendment actually deals with that relationship between the agent and the insurance company and has no effect in any way of diminishing the level of consumer protection provided under this legislation?
