Senator HEFFERNAN (Parliamentary Secretary to Cabinet) (9:51 AM) —by leave—Despite all the conspiracy theory that we have just heard from the opposition, the simple reason for the government's position on this issue is that at 9.25 the Labor Party circulated some amendments. We have not had time to consider them and would like to.

Question resolved in the affirmative.

Ordered that the resumption of the debate be made an order of the day for a later hour.
