Senator TAMBLING (Parliamentary Secretary to the Minister for Health and Aged Care.) (10:15 PM) —The government opposes the amendments proposed by the Greens. The amendments propose various details about what should be included in an application to deal with a GMO, including details of the location of a proposed dealing and any information about the possible risks to health and safety or the environment as associated with the dealing. As detailed in the gene technology regulations made under the bill, the applicant will be required to provide information to the Gene Technology Regulator about the proposed location and scale of dealings with the GMO. The regulations require the applicant to provide details of the number of GMOs to be released, details of the number of releases proposed, and details of the number of sites for release, including identification of the municipality or shire in which all releases will take place and the geographical location, grid references and GPS coordinates of the site. The regulations also explicitly provide that, in preparing an application, an applicant must take account of possible risks of the proposed dealings with the GMO in relation to the health and safety of people and the environment. The information given in the application must be as comprehensive as current knowledge permits and be supported by data and relevant references. It is unnecessary to include in the bill the level of detail proposed by Senator Brown. We would, however, be pleased to consult with Senator Brown about the precise wording in the regulations.
