Senator HARRIS (10.58 a.m.) —I move:

(1)  Clause 2, page 1 (lines 16 to 19), omit the clause, substitute:

2 Commencement

    This Act commences on the day on which it receives the Royal Assent.

The reason for this amendment is that Senator Ellison has just highlighted the government's desire not to have retrospective legislation, yet in the commencement of the bill the government is taking schedule 2 to have commenced on 3 October. The purpose of this amendment is for schedule 2 to commence on the day that the bill is given royal assent. I commend the amendment to the chamber.
