Senator IAN CAMPBELL (Parliamentary Secretary to the Minister for Communications, Information Technology and the Arts) (6:25 PM) —The reason that the government was going to support the amendment moved by the Demo-crats was that the government certainly regards it as not being sensible to be negotiating line by line, word by word, the fine detail of terms of reference potentially 3½ years out from the commencement of the act. Senator Allison's amendment ensured that the review could cover all of these issues. Accordingly, I foreshadow that I will on behalf of the government move in the name of the government the amendment circulated in the name of Senator Allison.
