Senator BROWN (4:38 PM) —I can see the point that the minister is making, but I would like to hear a little more about it. Under proposed subsection 38A(1), there are fairly wide-ranging opportunities for the trust to carry out works in the areas, particularly paragraph (c), which is to `grant leases and licences over the areas in accordance with section 38B', and we find further that the term of those leases and licences must not be more than 12 or 18 months. I would like to ask the minister what is meant by proposed subsection 38A(3), which states that `the trust must not cause significant damage, or allow significant damage to be caused,' by doing any of the things that it is entitled to do under subclause (1). What is meant by `significant damage'?
