Senator VANSTONE (Minister for Justice and Customs) (10:22 AM) —Senator Cooney, perhaps the easiest way to explain the advice I have is this: I should draw your attention to the fact that the explanatory memorandum makes it clear that overseas people will not be worse off under the certified agreement. They are not out of it entirely in the sense that they can just be dismissed. In relation to terminations that you were asking about, for example, they are covered by that under the act, not by the certified agreement. The certified agreement deals with a range of other matters. So in a sense they have a dual aspect: one security blanket; and then if they want to shift from that to overseas service there are additional things to be negotiated.
