As a dollar amount, and as a percentage of the department's total outlay on salaries, what was the cost in the 1996-97, 1997-98 and 1998-99 financial years of (a) staff training; (b) consultants; and (c) performance pay.

Source: Records of expenditures on training, consultants and performance pay have been extracted from the annual reports of relevant years. The total cost of salaries, leave, and allowances has been utilised.

Explanatory Notes
As the Departmental Performance Management Scheme for the SES was being trialed, no performance pay was made in 1996-97.
This figure differs from 2.21% as reported in the 1997-98 Annual Report. Business Services Unit has not been able to verify the base used to calculate the figure in the 1997-98 Annual Report. As only the cost of training was reported in percentage terms in the 1997-98 year, there is no effect on other numbers.
No performance payments were made in 1997-98, as the new Departmental Performance Management Scheme was still being trialed and implemented.
The cost for staff training for the year 1998-99 was $3,102,226. This differs from what is reported in the 1998-99 Annual Report. A corrigendum is currently being issued.
Total performance pay for 98-99 is $311,423 (for SES: $281,333, for Non-SES officers in BRS: $30,090). This differs from what is reported in the 1998-99 Annual Report. A corrigendum is currently being issued.
